Resolution No. 88 - 13 September 14, 1988
Resolution No. 88-13 was an ordinance to create and establish a Board of Historic Preservation Commissioners to consist of seven regular members to be appointed from three classes for four year terms:

Class A - a person who is knowledgeable in building design and construction or architectural history and who may reside outside the municipality.

Class B - two persons who are knowledgeable or with a demonstrated interest in local history and who may reside outside the municipality.

Class C - members of the municipality who hold no other municipal office, position or employment except for membership on the Planning Board or Board of Adjustment.

Goals and objectives for Historic Preservation
The Washington Township Historic Preservation Commission has established the following goals and objectives for historic preservation in the Township:

1. Ensure that zoning ordinances, construction codes, and other development regulations acknowledge and permit special treatment for historic landscapes, districts, sites, and structures by providing setbacks, buffers and other design and architectural standards to prevent conflicts with their historic values.

2. Adoption of ordinances to protect historic districts, sites, landscapes and structures.

3. Provide exceptions to Uniform Construction Code for historic properties to be considered where applicable (listed or eligible for inclusion to state and national registers.)

4. Ensure that zoning ordinances/ zones consider their effect on historic resources.

5. Public infrastructure improvements should be located and designed to encourage preservation, revitalization, and rehabilitation of historic resources and discourage destruction of historic resources.

State, counties and municipalities should adopt regulations which require all departments to exhaust all alternatives for preserving historic resources before undertaking infrastructure changes or improvements which would threaten or destroy historic resources.

The Township should require agencies/developers needing or instituting infrastructure projects to investigate whether the project affects historic resources and to coordinate this investigation with government preservation agencies. The Township should comply with the provisions of NJ Register of Historic Places Act and Section 106 of National Historic Preservation Act.

All infrastructure projects affecting historic resources should be conducted in accordance with the "Secretary of the Interior's Standards for Historic Preservation.”

6.  Conduct surveys as a basis for nominating properties to State and National Registers.

7. Take advantage of existing programs to aid in the identification of historic resources including from the DEPE:

  • Survey and Planning Grants
  • Certified Local Government Program Grants
  • Technical Assistance

8. Consider rehabilitation of existing historic structures as a primary alternative to meeting affordable housing goals.

9.  Adopt ordinances which meet the Certified Local Government Program Criteria.

10. Enroll local officials in training programs which provide a base of information about value and advantage of and techniques for preserving historic structures, districts and landscapes.
