WASHINGTON TOWNSHIP
 RECREATION COMMISSION MINUTES
JUNE 10, 2004

Adequate notice of this meeting, in accordance with the Open Public Meeting Act, has been given by posting one copy of Notice of Meeting in the Washington Township Administrative office, by making copies to the "Express Times" and "Star Gazette,” and to the municipal clerk in Washington Township.

The regular meeting of the Recreation Commission was called to order at 7:35 p.m.

ATTENDEES

L. Wasser, D. Dempski, S. Sarullo, S. Fritts, D. Schott, R. Flint,  D. Berrie arrived at 8:10 p.m., M. Kries arrived at 8:20 p.m.

APPROVAL OF MINUTES

A motion was made by S. Sarullo, seconded by D. Schott  to approve the Regular Meeting minutes of May 13, 2004  as written. All were in favor.

MEADOW BREEZE PARK

There will be a field scheduling meeting for fall sports on July 16th at 7:30 p.m. at the Police Building meeting room. 

At the pavilion, a roof leak was found and eventually repaired by the contractor.

D2 field will be used for the last two weeks of the season.

At the parking lot near the pavilion, speeding of cars has been observed, speed bumps should be considered.  Cars have also been seen there after dark.  Speeding on Meadow Breeze Lane is also a problem.  This will be discussed with the police.  A reduced speed limit on Meadow Breeze Lane is recommended.  Parking on the grass is also still a problem.

It was recommended that WTRC members take responsibility for evaluating various park “components” to ensure that they are in good condition, etc.  This would include the playgrounds, volley ball & basketball courts, park benches etc.

We will bring a list of “projects” to the next meeting.

A project to provide a light for the flag at the food stand needs to be initiated.

Three Warren County girls softball teams will be using D3 and D5 fields until late July.

The tennis court cracks have been repaired, the court lock was broken and replaced.

Littering by teams is a continuing problem.  Coaches have the contacted.

OLD BUSINESS

At the Pacesetter field, a meeting was held at the field with interested residents.  D. Dempski, S. Fritts and R. Flint attended from WTRC. We outlined our plans for field use and listened to resident’s issues, primarily privacy and liability for possible injuries.  Only three residents, whose property abuts the field, expressed concerns.  The majority of residents are in favor of our plans.  A smaller field would be best. A survey of the property by Studer & McEldowney is still needed and should be done soon.  Planting of trees would be the best shield for privacy although cost is an issue.  A portable toilet would also be needed if we had soccer practices.  It is doubtful that we can justify the cost of planting trees, buying soccer goals, and toilet rental vs. use for soccer practice. This will be discussed at the next Township Committee meeting on June 15th and a decision developed.

OLD BUSINESS

No change in status of the horseshoe court lighting upgrade project and engineering feedback is still needed.

Five year plan review to be expedited with a draft being distributed to the subcommittee and a meeting scheduled.  D. Dempski is to be included.

On the restroom project, Finelli Engineering is preparing bid specs which should be ready by June 30. A contractor should be selected at the July 20th  Township Committee meeting. 

The 2004 projects were reviewed and updated (see attached).

The field at the Port Colden School will be considered for possible future use.

FINANCIAL & BUDGET REVIEW

The treasurer provided a budget report showing $861. expended to date, with a balance of $9139. A recommendation for park benches will be provided for our July meeting.   The park use fees collected to date are $3505.00.

ACTIVE AREAS UPDATE

The renovation work on D3 was very effective.  The field is in excellent condition.

WTYA Field Day will be held on June 19th after being rained out earlier.

PASSIVE AREAS UPDATE

At Griffith Woods, the hiking trail cleanup was completed.  Creek crossings and boardwalks over wet areas are needed and may be a project for future volunteers.

NEW BUSINESS

A memorial block will be put at the food stand in memory of Dick Rhinehart.

The football scoreboard will be ordered next week.

Having no further business to discuss, a motion was made by S. Fritts, seconded by D. Schott to adjourn the meeting at  9:05 p.m.  All were in favor.
