MINUTES
REVIEW MEETING OF APRIL 21, 2004

No action was  taken at this meeting

The secretary called the meeting to order at 7:40 p.m.

ADEQUATE NOTICE was given as follows: Notice was sent to the “Star Gazette” and “Express Times” on December 30, 2003. Notice was posted on the municipal bulletin board in the Township Administration Building in Washington Township, New Jersey, and notice was filed with the Township Clerk on December 30, 2003.

ROLL CALL:

Members Present: Ms. Pflugh, Mr. Iwaniszyn (8:00p.m.)

Also Present: Engineer John Cilo, Jr.

COMMUNICATIONS: Completeness report dated April 10, 2004 from J. Cilo Jr.

DISCUSSION ITEM:

Mark Mojek - WTPB#2004-10 - Completeness review for a Preliminary & Final Site Plan application - Block 43, Lot 20,  642 Route 57 East.

The applicant was represented by Heritage Consulting Engineers who gave a brief description of the applicant’s approved variance 2002-9, which was approved on 2/12/03. The applicant is requesting additional square footage for storage. Engineer J. Cilo, Jr. reviewed the application for completeness and found the following items to be lacking:

Checklist A - General Information

Item #4 Advise against waiver - Board of Health approval, Item #17 Advise against waiver - Mansfield zoning, Item # 26 Recommend waiver, Item #27A Advise against waiver - Additional approval from Health Dept., Item #27B Recommend waiver, Item #28 Advise against waiver - tax certification, C pg 11 - Advise against waiver - Signs, whatever is permitted. D pg.11 Advise against waiver - Outdoor lighting, additional information. E pg.11 Recommend general waiver - Specific data may be needed upon review.

Checklist B - Preliminary Site Plan

Item #7 Advise against waiver - On site tanks for fire/fire official. Item #10A Recommend waiver, Item# 10E Recommend waiver, Item #11H Advise against waiver - Clean off debris from stone., Item #14 Advise against waiver - Information should be on final plat.                                                                      

Checklist C - Additional details for Site Plan

Item #1E Advise against waiver - lighting (duplicate), Item #2C Advise against waiver - Signs

(duplicate).                 

Item#2D Advise against waiver - walkway (duplicate), Item#2E Recommend waiver - Selected information may be needed upon review.

Checklist D - Final Major Site Plan

The following items are recommended for waiver and condition of Resolution Item#1D,#2,#3A,

#3C,#3E, #3F,#9,#11, #12. Item #13 Recommend waiver.  

Engineer J. Cilo Jr. also recommended all variances applied for to be listed on the final plat and the applicant should supply five copies of plats for sign off when final. The review Committee and Land Use Engineer recommend the application be deemed complete by the board once all requested items have been provided per the Land Use Engineer’s specifications.

With no further business to discuss, and no public comment offered the meeting was adjourned.
