MINUTES
AUGUST 10, 2005

The meeting will begin at 7:30 p.m.
Formal action may be taken at this meeting.
No new business will be heard after 11:00 p.m.

Chairwoman Pflugh called the meeting to order at 7:30 p.m.

ADEQUATE NOTICE was given as follows: Notice was sent to the “Star Gazette” and “Express Times.” Notice was posted on the Municipal bulletin board in the Township Administration building in Washington Township, New Jersey, and notice was filed with the Township Clerk on December 22, 2004.

ROLL CALL:

Members Present: Mayor Dempski, Mr. Howell, Mr. Sodtalbers, Mr. Klingel, Mr. Rossi, Ms. Pflugh, Mr.  Birkner, Ms. Belz

Members Absent: Mr. Strunk, Mr.  Iwaniszyn, Ms.  Pietrangelo

Also Present: Attorney S. Gruenberg, Engineer J. Cilo Jr.

CORRESPONDENCE: A correspondence list was submitted to the Land Use Board members.

MINUTES: Minutes from the July 27, 2005 meeting were approved as written.

A motion to approve was made by Mr. Sodtalbers, seconded by Mr. Rossi,
Vote: Sodtalbers, Rossi, Dempski, Pflugh, Birkner - Ayes, 0 - Nay, 0 - Abstain, motion carried.

RESOLUTIONS:

1.  Trade Zone Auto - WTPB#2004 - 24 - Resolution for a Major Site Plan application with Variance relief for Block 79, Lot 7.06. This application was denied on March 30, 2005.
Eligible to Vote: Belz, Rossi, Howell, Sodtalbers, Iwaniszyn, Pietrangelo, Birkner

This resolution will be submitted at the August 31, 2005 meeting.

2.  McCullough Road - WTPB#2004-28 - Resolution for Preliminary Major Subdivision for Block 47, Lot 9. This application was approved on July 13, 2005.
Eligible to Vote: Dempski, Iwaniszyn, Sodtalbers, Klingel, Pflugh, Birkner

This resolution will be submitted at the August 31, 2005 meeting.

3.  Tractor Supply Co. - WTPB#2005-19 - Resolution for a  Site Plan application with Variance relief for Block 22, Lot 3.14, 3.15, 3.16. This application received approval on July 27, 2005. Eligible to Vote: Sodtalbers, Rossi, Pflugh, Pietrangelo, Birkner

This resolution will be submitted at the August 31, 2005 meeting.

CONCEPTUAL PLAN:

1. T. Donaghue - Conceptual Plan for a Preliminary Major Subdivision for Block 45, Lot 14.05.

The applicant was represented by Attorney A. Lowcher. Mr. Lowcher briefly reviewed for the Board the previous reasons for denial for Mr. Donaghue’s application.

Mr. Lowcher stated his present conceptual plan is for a major subdivision to create a new lot with both the new lot and remainder lot to be served by a new public road (or private road, improved to Township standards. This private road would also serve Lot 14, Mr. Lowcher stated Township Engineer R. Miller essentially requested that the owners of Lot 14 would have to improve their access driveway to their Lot for their intended use, all three lots would be served by the proposed public road.

Mr. Birkner asked how many private roads in the Township are private roads with cul-de-sacs, Mr. Lowcher stated Lanning Terrace, Meadow Breeze, Pebble Beach Way, McCullough Rd.  Mr. Rossi asked if the applicant would be willing to do a cul-de-sac,

Mr. Lowcher stated he would have to check with the Township Engineer.

COMPLETENESS:

1.  D. Coleman - WTPB#2005-25 - Completeness for a Variance application for Block 46, Lot 2. A motion to deem the application incomplete per the Engineers report was made by Mr. Sodtalbers, seconded by Mr. Rossi, Vote: Sodtalbers, Rossi, Dempski, Howell, Klingel, Pflugh, Birkner, Belz - Ayes, 0 - Nay, 0 - Abstain, motion carried.

PUBLIC HEARING AND DISCUSSION ITEMS:

1.  C. Clark - WTPB#2005-24 - Public Hearing for a Variance application for Block 5, Lot 3. This application was deemed complete on July 27, 2005.

ADJOURNMENT: 8:58 p.m.

With no further business before the Board and no public comment offered the meeting was adjourned.
