MINUTES
FEBRUARY 11, 2004

The  Meeting was called to order by Vice Chairman Robert Klingel at 7:30 p.m.

ADEQUATE NOTICE was given as follows: Notice was sent to the “Star Gazette” and “Express Times” December 30, 2003. Notice was posted on the municipal bulletin board in the Township Administration Building in the Washington Township, New Jersey, and notice was filed with the Township clerk on December 30, 2003.

ROLL CALL:

Members Present: Mayor Horensky, Mr. Parillo, Mr. Klingel, Mr. Sodtalbers, Mr. Iwaniszyn, Mr. Rossi (7:35), Ms. Pflugh

Members Absent: Mr. Artigliere, Mr. Strunk

Also Present: Attorney S. Gruenberg, Engineer J. Cilo, Planner S. Doyle

COMMUNICATIONS: List was provided at the meeting.

Item #1 of correspondence list Re: J. Justo WTPB# 2003-9

A motion was made by Mr. Sodtalbers to grant the applicant’s request to withdraw a use variance application conditional on all escrow fees being paid, seconded by Ms. Pflugh, Mayor Horensky abstained, all ayes motion carried.

MINUTES: December 10, 2003, January 14, 2004, January 28, 2004.

A motion to approve the minutes of December 10, 2003 was made by Ms. Pflugh, seconded by Mr. Rossi, Mayor Horensky abstained, all ayes motion carried. A motion to approve the minutes of January 14, 2004 was made by Mr. Rossi, seconded by Ms. Pflugh, all ayes motion carried.

A motion to approve the minutes of January 28, 2004 with changes was made by Ms. Pflugh, seconded by Mr. Rossi, Mr. Sodtalbers abstained, all ayes motion carried.

DISCUSSION ITEMS:

1. C. Donaldson - WTPB#2004-2 - Completeness Review for a Minor Subdivision Application for Block 74, Lot 6. The following waivers were requested: A waiver request for Checklist “A” item # 26 for completeness only, a recommendation from the Geo-technical consultant that the waiver be denied until further geotechnical information can be provided. A waiver request for Checklist “A” item # 29 for scale.
A motion to deem the application complete with waivers was made by Mr. Sodtalbers, seconded by Mr. Rossi, Vote: Sodtalbers, Rossi, Horensky, Parillo, Klingel, Iwaniszyn, Pflugh, - Ayes, 0- Nay, 0- Abstain, motion carried. Attorney Gruenberg swore in professional engineer E. Calhoun representing Ms. Donaldson. Ms. Calhoun gave a brief description of the proposed subdivision.

Ms. Calhoun addressed questions about primary and reserve septic beds. Ms. Calhoun addressed a question from Attorney Gruenberg about the driveway location on lot 6.04. Ms. Calhoun stated the driveway location would be restricted by the county. Ms. Calhoun stated the proposed subdivision conforms with the Washington Township Land Use Ordinance and that there are no variances with the application. Engineer J. Cilo stated that before any deeds are endorsed the township Geo-technical consultant should be satisfied. Engineer J. Cilo stated he also had concerns with the new storm water management regulations and how it would effect this application.

Public Comment:

No public comment was made at this time.

A motion to close the public hearing was made by Ms. Pflugh, seconded by Mr. Iwaniszyn, all ayes motion carried. The applicant requested the application be scheduled to continue on April 28, 2004.

2. J. Smith - WTPB#2003-13 - Resolution for Amended Site Plan - Sign Variance for Block 66, Lot 20.01  Eligible to vote: Rossi, Pflugh, Strunk, Iwaniszyn, Klingel, Parillo

A motion to approve the resolution for amended site plan application for a sign variance was made by Mr. Iwaniszyn, seconded by Mr. Parillo, Vote: Iwaniszyn, Parillo, Klingel, Rossi, Pflugh - Ayes, Horensky, Sodtalbers - abstain, 0 - nay, motion carried.

3. N. McGrath - WTPB#2003-10 - Clarification for deed review - Minor Subdivision for Block 75, Lot 2.01. Attorney Gruenberg explained to Engineer Cilo that item #7 of the resolution would meet the conditions of the agreement. Vice Chairman Klingel stated the Board has no further issue on this, the conditions will be met in the spring.

4. Piney Hill Farm - WTPB#2004-3, Mr. R. Cotton representing the applicant just wanted to confirm with the Board that Piney Hill Farm will be scheduled for February 25, 2004 for a Minor Subdivision and variance application, the Board confirmed.

Ms. Pflugh gave the Board a brief on NJ Storm water management rules and their website:
“nj stormwater.org”

Mayor Horensky discussed an upcoming storm water management meeting with Washington Borough on February 24, 2004 and requested Engineer Cilo attend,
