MINUTES FEBRUARY 22, 2006
Chairwoman Ms. Pietrangelo called the meeting to order at 7:30 p.m.
ADEQUATE NOTICE was given as follows: Notice was sent to the “Star Gazette” and “ Express Times.” Notice was posted on the municipal bulletin board in the township
administration building in Washington Township, New Jersey and notice was filed with the Township clerk on December 23, 2005.
ROLL CALL:
Members Present: Mayor Dempski, Mr. Sodtalbers, Mr. Klingel, Mr. Rossi, Mr. Iwaniszyn, Ms. Pietrangelo, Ms. Belz
Members Absent: Mr. Howell, Mr. Strunk, Ms. Pflugh, Mr. Birkner
Also Present: Attorney S. Gruenberg, Engineer W. Gleba, Planner S. Doyle
CORRESPONDENCE: A correspondence list was submitted to the Land Use Board members.
MINUTES: Minutes from January 18, 2006 and February 8, 2006 meetings.
A motion was made by Mayor Dempski seconded by Mr. Iwaniszyn to approve the minutes of January 18, 2006 meeting, Vote: Dempski, Iwaniszyn, Pietrangelo, Belz - Ayes,
0 - Nay, 0 - Abstain, motion carried.
A motion was made by Mayor Dempski seconded by Mr. Klingel to approve the minutes of February 8, 2006 meeting, Vote: Dempski, Klingel, Rossi, Iwaniszyn, Pflugh,
Pietrangelo, Belz - Ayes, 0 - Nay, 0 - Abstain, motion carried.
COMPLETENESS:
1. McCullough Rd. Land Development - WTPB#2006-1 - Second completeness review for Final Major subdivision approval for Block 47 Lot 9 located on McCullough Road.
This application was deemed incomplete
on January 25, 2006. The applicant was represented by Attorney A. Lowcher, Mr. Lowcher agreed to the outstanding issues. Attorney Gruenberg stated a lot of items needed to be addressed prior to final approval. A motion to deem the application
incomplete per the Engineer’s letter dated February 17, 2006 was made by Ms. Belz, seconded by Mayor Dempski, Vote: Belz, Dempski, Sodtalbers, Klingel, Iwaniszyn, Pietrangelo - Ayes, 0 - Nay, 0 - Abstain, motion carried.
2.
Deerfield Estates/Joe Justo - WTPB#2005-33 - Second completeness review for a Preliminary Major Subdivision for Block 74 Lot 5 located on West Asbury Anderson Road.
This application was deemed incomplete on November 9, 2005. This application has been rescheduled to March 29, 2006.
PUBLIC HEARING & DISCUSSION ITEMS:
1.
Pride Builders Inc.- WTPB#2005-27 - Continuation of a public hearing from January 18, 2006 for a Preliminary Major Subdivision application for Block 47 and proposed lot 9.04.
Eligible to Vote: Howell, Rossi, Iwaniszyn, Pflugh, Pietrangelo, Birkner, Belz, Dempski
The applicant’s substitute attorney had to step down from the application due to the fact he has represented Washington Township as a prosecutor. Attorney A.
Lowcher agreed to fill in and represent Pride Builders and Engineer Jess Symonds. Mr. Lowcher stated the applicant will comply with the Engineer’s letter dated February 20, 2006. Engineer W. Gleba recommended as a condition the house
locations should be supplied prior to final approval, structures should be shown and kept as a preliminary condition. Exhibit B-5 a letter dated February 15, 2006 from Geoscience Services was reviewed and the applicant agreed to do a Phase II
report prior to final approval. Drainage easements were reviewed and discussed, Planner S. Doyle stated she could supply language for the easements. Engineer W. Gleba asked how the stormwater would be addressed on site, Mr. Symonds
explained recharge facilities and stormwater.
Mr. Symonds stated there would be a stormwater easement and standard maintenance manual attached to the deeds and would be the property owner’s obligation. Ms. Doyle stated the spacing and caliper of the trees being planted should be added.
PUBLIC COMMENT: No public comment was offered.
A motion to close the public hearing was made by Mr. Rossi, seconded by Ms. Belz, all ayes, motion carried.
A motion to grant Preliminary Major subdivision approval with conditions and compliance for Preliminary Major subdivision approval was made by Mr. Rossi, seconded
by Ms. Belz, Vote: Rossi, Belz, Iwaniszyn, Pietrangelo, Dempski - Ayes, 0 - Nay, 0 - Abstain, motion carried.
2. Mayor Dempski briefly reviewed the following subjects:
* Center designation
* AJR current events including walking the property, meeting with appraisers, a public hearing is scheduled for March 11, 2006 @ 9:00 a.m. Review of the
application, no official action has been taken.
Mayor Dempski stated the open space recreational plan was ready for review.
Planner S. Doyle stated the checklists were completed and would be going to the board for review. Scarlett stated some of the ordinances should also be reviewed.
Mayor Dempski left the meeting at this time.

Dale Coleman - WTPB#2005-25 - Public hearing for conditional use with bulk variance relief for Block 46, Lot 2 located at 138 Railroad Avenue. This application was deemed complete on January 18, 2006. The applicant was represented by Attorney A. Lowcher.
Attorney S. Gruenberg reviewed the advertising and stated the board has jurisdiction to proceed. Attorney Gruenberg reviewed the variances required for the
application.
Attorney Gruenberg swore in the applicant Mr. Coleman, Mr. Coleman stated he has resided in his home for fifty years. Mr. Coleman submitted a recent survey of the
property which was marked as exhibit A-1. Mr. Coleman stated he already had prior approval for the construction of the addition to the garage. Exhibit A-2 was submitted, a plat showing the proposed breezeway. The applicant stated no gutters
were proposed, there would be two lighting fixtures for the extension. The applicant stated the garage houses three vehicle and had borough sewer hook up. Planner S. Doyle reviewed the conditions for a “D” variance. The applicant’s planner
was not present to present testimony.
The application was granted an extension and will be heard for April 12, 2006 without further notice being required.
PUBLIC COMMENT:
Ms. Cindy Hissim of 334 Washburn Avenue.
Ms. Hissim stated she has concerns for the future plans for the apartment and concerns for future use.
Attorney Gruenberg stated the application would be provided an extension and without further notice the application will be heard on April 12, 2006.
ADJOURNMENT: 9:30 p.m.
With no further business before the board and no further public comment offered the meeting was adjourned.
