MINUTES
JANUARY 31, 2007 .
Chairwoman K. Pflugh called the meeting to order at 7:30 p.m.
ADEQUATE NOTICE was given as follows: Notice was sent to the “Star Gazette” and “ Express Times.” Notice was posted on the municipal bulletin board in the
township administration building in Washington Township, New Jersey and notice was filed with the Township clerk.
ROLL CALL: Members Present: Mayor Horensky, Mr. Elbassiouny, Mr. Howell, Ms. Pflugh, Mr. Bundschuh, Mr. Zaret, Mr.
Vergos
Members Absent: Mr. Rossi, Mr. Artigliere, Mr. Iwaniszyn
Also Present: Attorney S. Gruenberg, Engineer W. Gleba
CORRESPONDENCE: A list was provided to the land use board members.
MINUTES: Minutes from the January 10, 2007 meeting. A motion to approve the minutes as written was made by Mr. Vergos, seconded by Mr. Elbassiouny, Vote: Vergos, Elbassiouny, Horensky, Howell, Pflugh - Ayes, 0 - Nay, 0 - Abstain,
motion carried.
ITEMS FOR COMPLETENESS : 1. Jeff Hackett - WTPB#2004-26 - Completeness review for a Variance application for Block 43 Lot 23 located at 8 Morris Canal Trail. This application has been rescheduled to February 28,
2007.
2. Le Dinner Factory - WTPB#2007-02 - Completeness review for a Zoning Appeal for Block 48 Lot 12 located at 131 Rt. 31 North. This application has been rescheduled to the February 14, 2007 meeting.
3. Joe Justo -
WTPB#2005-33 - Second Completeness review for a Preliminary Major Subdivision application for Block 74 Lot 5 located at 81 West Asbury Anderson Rd.
This application has been rescheduled to February 14, 2007.
4. Mark Kendra -
WTPB#2007-01 - Completeness review for a Variance application for Block 40 Lot 109 located on Jackson Valley Road. A motion to deem the application incomplete was made by Mr. Bundschuh, seconded by Mayor Horensky, Vote: Bundschuh,
Horensky, Howell, Elbassiouny, Pflugh, Zaret, Vergos - Ayes, 0 - Nay, 0 - Abstain, motion carried.
The applicant requested to notice for public hearing on February 28, 2007 and proceed if deemed complete by the board on that date,
the board agreed.
A motion to accept the request was made by Mr. Elbassiouny, seconded by Mr. Bundschuh, Vote: Elbassiouny, Bundschuh, Horensky, Howell, Pflugh, Zaret, Vergos - Ayes, 0 - Nay, 0 - Abstain, motion carried. Attorney
S. Gruenberg stated the applicant would be advertising at their own risk.
5. David English - WTPB# 2007-03 - Completeness review for a Variance application for Block 87 Lot 2 located at 1150 Butler’s Park Road. The applicant
represented himself. Mr. English addressed items on checklist “E” that were marked NA.
A motion to deem the application complete with waivers granted for completeness only was made by Mr. Vergos, seconded by Mr. Elbassiouny, Vote:
Vergos, Elbassiouny, Horensky, Howell, Pflugh, Bundschuh, Zaret - Ayes, 0 - Nay, 0 - Abstain, motion carried.
Attorney S. Gruenberg suggested the applicant let him review their advertising prior to publishing, the applicant agreed.
The public hearing for this application has been scheduled on February 28, 2007.
DISCUSSION ITEMS: 1. Ordinance 07-04 Bond Ordinance - The land use board determined bond ordinance 07-04 proposed improvements were found to be
consistent with the masterplan. The township committee would be notified by the secretary A motion to approve was made by Mr. Vergos, seconded by Mr. Howell, Vote: Vergos, Howell, Horensky, Elbassiouny, Pflugh, Bundschuh, Zaret - Ayes, 0
- Nay, 0 - Abstain, motion carried.
PUBLIC COMMENT: No public comment was offered.
ADJOURNMENT: 8:05 p.m. With no further business before the board and no public comment offered the meeting was adjourned.
