TOWNSHIP OF WASHINGTON The Land Use Board Reorganization meeting was begun at 7:10 p.m. by the Board Secretary, Margaret Housman reading of the Open Public Meetings Act. Attorney Gruenberg administered the Oath of Office to Mayor Horensky, Mr. Elbassiouny, Mr. Howell, Mr. Bundschuh, Mr. Vergos. Members Present: Mayor Horensky, Mr. Elbassiouny, Mr. Iwaniszyn, Mr. Howell, Ms. Pflugh, Mr. Klingel, Mr. Rossi, Mr. Bunschuh, Alt.#2 Mr. Vergos Also Present: Attorney S. Gruenberg REORGANIZATION OF THE LAND USE BOARD FOR 2007: 1. The secretary called for the nomination of the Land Use Board Chairman. A motion was made by Mr. Rossi, seconded by Mr.Klingel to nominate Ms. Pflugh as Land Use Board Chairwoman, no additional nominations were made. A motion to close the nominations was made by Mr. Rossi seconded by Mr. Klingel Vote: Rossi, Klingel, Iwaniszyn, Pflugh, Horensky, Howell, Elbassiouny, Bundschuh, Vergos - Ayes, 0 - Nay, 0 - Abstain, motion carried. A roll call vote for Ms. Pflugh was as follows: Vote: Howell, Iwaniszyn, Horensky, Elbassiouny, Klingel, Rossi, Pflugh, Bundschuh, Vergos - Ayes, 0 - Nay, 0 - Abstain, Ms Pflugh accepted the position of Chairwoman. 2. Chairwoman Pflugh called for the nomination of the Land Use Board Vice Chairman. A motion was made by Mr. Elbassiouny, seconded by Mr. Rossi to nominate Mr. Klingel as Vice Chairman, no additional nominations were made. A motion to close the nominations was made by Mr. Elbassiouny seconded by Mr. Rossi, Vote: Elbassiouny, Rossi, Horensky, Howell, Klingel, Iwaniszyn, Pflugh, Bundschuh,Vergos - Ayes, 0 - Nay, 0 - Abstain, motion carried. A roll call vote for Mr. Klingel was as follows: Vote Howell, Rossi, Horensky, Elbassiouny, Klingel, Iwaniszyn, Pflugh, Bundschuh, Vergos - Ayes, 0 - Nay, 0 - Abstain, Mr. Klingel accepted the position of Vice Chairman. 3. The Chairwoman asked for the appointment of the Land Use Secretary. A motion was made by Mr. Iwaniszyn, seconded by Mr. Klingel to re-appoint Margaret Housman as land use secretary. Vote: Iwaniszyn, Klingel, Horensky, Howell, Elbassiouny, Pflugh, Bundschuh, Vergos - Ayes, 0 - Nay, 0 - Abstain, motion carried. 4. The Chairwoman called for the appointment of the Land Use Engineer. A motion to re-appoint Mr. William Gleba of Finelli Consulting Engineers was made by Mr. Rossi, seconded by Mr. Elbassiouny at a rate of $104.00 per hour in concurrence with the submitted schedule of rates, Vote: Rossi, Elbassiouny, Horensky, Howell, Klingel, Iwaniszyn, Pflugh, Bundschuh, Vergos - Ayes, 0 - Nay, 0 - Abstain, motion carried. 5. The Chairwoman called for the appointment of the Land Use Attorney. A motion was made by Mr. Klingel , seconded by Mr. Iwaniszyn to re-appointment Attorney S. Gruenberg at a rate of $140.00 per hour in concurrence with the submitted schedule of rates, Vote: Klingel, Iwaniszyn, Horensky, Howell, Elbassiouny, Rossi, Pflugh, Bundschuh, Vergos - Ayes, 0 - Nay, 0 - Abstain, motion carried. 6. The Chairwoman called for the appointment of the Land Use Planner. A motion was made by Mr. Iwaniszyn, seconded by Mr. Rossi to re-appointment Planner S. Doyle of John Cilo Jr. & Associates, Inc., at a rate of $110.00 per hour in concurrence with the submitted schedule of rates, Vote: Iwaniszyn, Rossi, Horensky, Howell, Elbassiouny, Klingel, Pflugh, Bundschuh, Vergos - Ayes, 0 - Nay, 0 - Abstain, motion carried. 7. The Chairwoman called for the appointment of the Land Use Board Geotechnical Consultant. The board after a brief discussion made the decision to retain Geoscience Services as the Geotechnical consultant and Medina Consultants as an alternate consultant. A motion to appoint Geoscience Services as the primary Geotechnical consultant and Medina Consultants as an alternate was made by Mr. Iwaniszyn, seconded by Mr. Rossi, Vote: Iwaniszyn, Rossi, Horensky, Howell, Elbassiouny, Klingel, Pflugh, Bundschuh, Vergos - Ayes, 0 - Nay, 0 - Abstain, motion carried. 8. The “Star Gazette” and “Express Times” was adopted as the official newspaper designated for Sunshine Law notices. 9. The 2007 Land Use Schedule. A motion to adopt the 2007 Land Use Schedule was made by Mr. Klingel, seconded by Mr. Rossi, all ayes motion carries. 10. The Chairwoman appointed current Review Committee member Mr. Iwaniszyn as Review Committee Chairman and Alternate #2 Mr.Vergos to the Review Committee for 2007. Mayor Horensky thanked all of the land use board members for volunteering their time. Mayor Horensky discussed his vision for the future of Washington Township. Chairwoman Pflugh stated she would like the board to take a really hard look at the masterplan this year and how the highlands will impact us. Vice Chairman Klingel requested that business not exceed 11:00 p.m. if at all possible, the board agreed. PUBLIC COMMENT & OTHER CONCERNS: Mr. Frank Cregan of 62 Merlin Drive. Attorney S. Gruenberg explained PMK Associates represent the township for geotechnical consultants for the Hawk Pointe applications. Mr. Cregan also requested conditions of approval be monitored better in the future. Chairwoman Pflugh and Attorney S. Gruenberg explained the board is not responsible for enforcement, the township committee and the zoning officer have jurisdiction over enforcement.
