MINUTES
JUNE 13, 2007
Chairwoman K. Pflugh called the meeting to order at 7:40 p.m.
ADEQUATE NOTICE was given as follows: Notice was sent to the “Star Gazette” and “Express Times.” Notice was posted on the municipal bulletin board in the township
administration building in Washington Township, New Jersey and notice was filed with the township clerk.
ROLL CALL: Members Present: Mayor Horensky, Mr. Elbassiouny, Mr. Artigliere, Mr. Klingel, Mr. Iwaniszyn, Ms. Pflugh, Mr. Zaret,
Mr. Vergos Members Absent: Mr. Howell, Mr. Rossi, Mr. Bundschuh Also Present: Attorney S. Gruenberg, Engineer W. Gleba, Planner S. Doyle
CORRESPONDENCE: A list was provided to the land use board members.
Mark Kendra has been rescheduled to the June 27, 2007 meeting. (Announcement made)
MINUTES: Minutes from the May 9, 2007 meeting. A motion to approve the minutes from the May 9, 2007 meeting as written was made by Mr. Zaret,
seconded by Mayor Horensky, Vote: Zaret, Horensky, Elbassiouny, Artigliere, Klingel - Ayes, 0 - Nay, 0 - Abstain, motion carried.
RESOLUTIONS: 1.
The Village Shoppes at Hawk Pointe - WTPB#2006-14 - Resolution for a Preliminary Major Site Plan application with Variance relief for Block 65 & 65.02 Lots 2,4 & 1 located at 294 Rt. 31 South. This application was granted approval on April 25, 2007.
Eligible to Vote: Elbassiouny, Klingel, Horensky, Howell, Iwaniszyn, Pflugh The resolution for this application was rescheduled to the June 27, 2007 meeting.
COMPLETENESS: 1.
Finelli Consulting Engineers - WTPB#2007-12 - Completeness review for an amended Site Plan application for Block 30 Lot 6. Board Engineer W. Gleba stepped down for the review. The applicant was represented by Finelli Consulting Engineer K. Smith. The board agreed the Township Engineer R. Vollmar would do the Engineering review for the application.
A motion to deem the application complete per Planner S. Doyle’s letter dated June 12, 2007 with waiver granted was made by Mayor Horensky, seconded by Mr. Klingel, Vote: Horensky, Klingel, Elbassiouny, Artigliere,
Iwaniszyn, Pflugh, Zaret, Vergos - Ayes, 0 - Nay, 0 - Abstain, motion carried. The public hearing for this application will be June 27, 2007. Mr. Gleba returned to the board at this time.
PUBLIC HEARING & DISCUSSION ITEMS: 1.
Unity Bank - WTPB#2007-07 - Continuation of a public hearing for an amended Preliminary Major Site Plan application with Variance relief for Block 78 Lot 9 located at 5 East Asbury Anderson Road. Eligible to Vote: Horensky, Howell, Elbassiouny, Artigliere, Klingel, Bundschuh, Zaret
The applicant was represented by Attorney A. Lowcher, Engineer J. Symonds and Planner J. Layton, Traffic Engineer G. Dean. Attorney Lowcher gave the board a brief status of the application. Attorney Gruenberg swore in
Engineer J. Symonds, Mr. Symonds addressed changes to the site plan exhibit A-13, sheet #4 changes to the site. Attorney Lowcher stated they have reviewed and accepted Engineer W. Gleba’s letter dated June 12, 2007.
Public Questions:
Mr. J. Jackson representative for Wanderer LLC. Mr. Jackson asked if any effort was made to move the building back. Mr. Symonds replied no just a reconfiguration to the parking.
Signage:
Attorney Gruenberg swore in Planner J. Layton. Mr. Layton addressed Mr. Gleba’s letter dated June 12, 2007 and Ms. Doyle’s letter dated June 13, 2007. Mr. Layton addressed the sign locations with regards to the right of ways and pole sign
dimensions.
Public Questions: Mr. J. Jackson asked Mr. Layton if the sign location is in the easement area, Mr. Layton replied yes it is. Mr. F. Cregan of 62 Merlin Drive.
Mr. Cregan asked what was the setback to the highway, Mr. Layton replied. Mr. J. Lombard of 21 Asbury Anderson Road addressed concerns he had with the size of the signage. Mr. Vergos stated signs are important landmarks especially for
mutual aid for fire calls or emergency services. Attorney Gruenberg swore in Traffic Engineer Gary Dean. Mr. Dean addressed signage with regards to site distance and the appropriate standards.
Mr. Dean addressed his letter dated May 24, 2007 exhibit A-14. Mr. Jackson objected, Attorney Gruenberg reviewed the board’s jurisdiction.
Public Questions: Ms. L.Scovil of 5 Osprey Court.
Ms. Scovil expressed concerns with the size of the proposed signage. Attorney Gruenberg announced the application would resume at the July 11, 2007 meeting with no further notice to be given. Break: 9:15 - 9:25 p.m.

J. Sanocki - WTPB#2007- 08 - Minor Subdivision application with Variance relief for Block 45 Lot 2, 3 located at 21 & 23 McCullough Road. The applicant was represented by Attorney G. Walton and submitted exhibits 1A-1D. Attorney Gruenberg swore in Mr. Sanocki and Ms. Ross owner of lot 2. Mr. Walton stated both property owners have consented to the property line reconfiguration. Mr. Walton verified the variance relief required for lot area, lot depth, lot frontage. Attorney Gruenberg reviewed the simplicity of the application. Engineer W. Gleba stated the overhead utility line should be shown in the new deeds, the applicant agreed.
Public Comment: None A motion to approve was made by Mr. Zaret, second by Mr. Artigliere, Vote: Zaret, Artigliere, Horensky, Elbassiouny, Klingel, Iwaniszyn, Pflugh, Vergos - Ayes, 0 - Nay, 0 - Abstain, motion carried.

Benchmark Enterprises - WTPB#2006-13 - Public Hearing for a Variance application for Block 22 Lot 3.16 located at 390 Route 57 West. Attorney S. Gruenberg determined the board did not have jurisdiction to proceed, the applicant was required to do additional advertising and the application was rescheduled to the July 11, 2007 meeting.

Mr. & Mrs. R. Coulombe WTPB#2007-10 - Public Hearing for a Variance application for Block 66 Lot 5 located at 87 Cemetary Hill Road. Attorney S. Gruenberg determined the board had jurisdiction to proceed. Attorney Gruenberg swore in Mr. & Mrs. Coulombe.
Mr. & Mrs Coulombe briefly described to the board their plans to expand their garage for additional storage. Mr. Coulombe stated they required variances for the property line and a non-conforming structure, there would be no running
water to the building only electric.
Public Comment: None
The public hearing was closed at this time. A motion to approve was made by Mr. Elbassiouny, seconded by Mr. Vergos, Vote: Elbassiouny, Vergos, Horensky,
Artigliere, Klingel, Iwaniszyn, Pflugh, Zaret - Ayes, 0 - Nay, 0 - Abstain, motion carried.
PUBLIC COMMENT: Ms. L. Scovil of 5 Osprey Court. Ms. Scovil requested the board address complaints from residents regarding Atlas
paintball. Noise level of paintball guns, screaming and yelling, stream encroachment, playing outside the fenced area, loudspeakers, tents The board agreed to have the Zoning Officer address these issues and follow up with the board.
Mr. F. Cregan of 62 Merlin Drive. Mr. Cregan confirmed Ms. Scovil’s complaints and added the paintball facility was opening at 7:00 a.m. instead of 8:00 a.m. Mr. Cregan asked the board to address the general lack of enforcement with
the issue. The board will notify the zoning officer.
