MINUTES MAY 12, 2004
Chairman Artigliere called the meeting to order at 7:30 p.m.
ADEQUATE NOTICE was given as follows: Notice was sent to the “Star Gazette” and “Express Times” December 30, 2003. Notice was posted on the municipal bulletin board in the
Township Administration Building in Washington Township, New Jersey, and notice was filed with the Township Clerk on December 30, 2003.
ROLL CALL:
Members Present: Mr. Dante, Mr. Parillo, Mr. Klingel, Mr. Sodtalbers, Mr. Strunk, Mr. Artigliere, Ms. Pflugh.
Members Absent: Mr. Horensky, Mr. Iwaniszyn, Mr. Rossi
Also Present: Attorney S. Gruenberg
COMMUNICATIONS: A List was provided at the meeting to the land use board members.
MINUTES: A motion to approve the minutes as written was made by Mr. Klingel, seconded by Ms. Pflugh, Vote: Klingel, Pflugh, Parillo, Sodtalbers, Strunk, Artigliere - Ayes, Dante -
Abstain, 0 - Nays, motion carried.
DISCUSSION ITEMS:
1. Mr. & Mrs. R. Giancamilli - WTPB#2004-5 - Resolution for a “C” Variance for Block 22, Lot 3.09. A motion to approve resolution WTPB#2004-5 was made by Mr. Strunk, seconded
by Mr. Parillo, Vote: Strunk, Parillo, Klingel, Sodtalbers, Artigliere, Pflugh - Ayes, Dante - Abstain, 0 - Nay, motion carried.
2. Hawk Pointe, R. Cotton - WTPB#2004-8 - Concept plan for GDP amendments for Block 65, Lots 2, 2.02,3,3.03 & 3.04. Mr. Cotton reviewed for the Board the background of the GDP,
Vision, Social, Environmental and Economical impacts. Mr. Cotton stated Hawk Pointe is considered to be a premier senior community in the State of New Jersey. Mr. Cotton reviewed smart growth, design principles, center features, walking
trails and markets. Mr. Cotton stated he would like to propose one hundred independent and commercial units with the same lot size and design standards. Attorney S. Gruenberg stated a process would have to be established, escrow and a
specific application GDP.amendments. Board members Kerry Pflugh and Jeff Strunk volunteered for a possible subcommittee.
3. Washington Driving Range, T. Ennis - WTPB#2004-13 - Concept plan for Block 66, Lot 20.07. Mr. Ennis, owner of the driving range, reviewed for the Board the background of the
business. Mr. Ennis stated the miniature golf has a steady business, however the driving range is not viable. Mr. Ennis stated the location currently has approval for a recreational facility but he would like to include paint ball as a
recreational activity on the location to replace the existing driving range. Mr. Ennis gave a brief description of paint ball and how it is played, he also stated there would be no additional parking required or other facility changes.
Attorney S. Gruenberg stated at minimum, Mr. Ennis would have to apply for a Use Variance with Site Plan approval. Chairman Artigliere explained to Mr. Ennis he should apply for a
use variance and include levels of changes, traffic issues, present environmental issues and night time use of lights.
4. Warren Hills High School - WTPB#2004-11 - Concept plan for Athletic field complex for Block 30, Lot 37, 37.01 & 37.02. Representing the School was Superintendent, Mr.
Peter Merluzzi and DRG Design Architects, AIA, 575 State Rt.28, Raritan, NJ 08869.
Mr. Merluzzi reviewed for the Board the background on the school and its capacity.
Mr. Merluzzi stated the proposed renovation would allow for fourteen additional classrooms.
The proposed plan would relocate the library to the center of the building, and would include a science lab and agricultural classroom. The proposed plan would also include a
new cafeteria designed to hold six hundred students. Mr. Merluzzi stated the concept plan was being presented to the Board as a courtesy. Attorney S. Gruenberg stated the Board of Education must appear before the Board as a courtesy. Mr.
Merluzzi proceeded to review the proposal for the Athletic Complex which would include a track, bleachers, field house, concession stand, bathroom and tennis courts for public use.Mr. Merluzzi answered Board members questions for the location
of the athletic fields, and addressed concerns of how students would be crossing the road to the complex.
Mr. Merluzzi concluded his presentation at this time and thanked the Board for their time.
5. Mr. & Mrs. J. Caffiero - WTPB#2004-7 - Public hearing for a “C” variance application,
Block 70, Lot 3.02. Mr. & Mrs Caffiero were sworn in by Attorney S. Gruenberg.
Exhibit A-1 a survey map was presented.
Mr. Caffiero gave a brief review of his property and described the lot as long and narrow with a slight slope. This application involves the proposed construction of an 24' x
26' x 14' high addition to an existing single family dwelling. The owner proposed to made the existing bedroom into an office and add on a new master bedroom and extend the existing master bathroom into the new addition. The applicant
stated he didn’t consider adding on a second floor to the home because they would prefer to keep the home a ranch style home. A motion to grant variance approval was made by Mr. Klingel, seconded by Mr. Parillo, Vote: Klingel,
Parillo, Dante, Sodtalbers, Strunk, Artigliere, Pflugh, - Ayes, 0 - Nay, 0 - Abstain, motion carried.
PUBLIC COMMENT:
There was no comment from the public at this time.
Chairman Artigliere briefly reviewed a letter from Mrs. Albright concerning
Block 14, Lots 5 & 6. The Land Use Secretary will send a response to Mrs. Albright and copy the property owners.
Chairman Artigliere briefly reviewed requests from Committeeman D. Dempski of the for a plan to amend the Masterplan and an Open Space advisory committee.
EXECUTIVE SESSION: 9:40 - 9:55
A motion to go into executive session to discuss “Pending Litigation” was made by Ms. Pflugh, seconded by Mr. Parillo, all ayes motion carried. A motion to return to
regular session was made by Mr. Klingel, seconded by Mr. Dante, all ayes motion carried.
ADJOURNMENT: 9:55
With no further business to discuss, and no further public comment offered, the meeting was adjourned.
