MINUTES MAY 26, 2004
Chairman Artigliere called the meeting to order at 7:30 p.m.
ADEQUATE NOTICE was given as follows: Notice was sent to the “Star Gazette” and “Express Times” December 30, 2003. Notice was posted on the municipal bulletin board in the Township
Administration Building in the Washington Township, New Jersey, and notice was filed with the Township clerk on December 30, 2003.
ROLL CALL:
Members Present: Mr. Dante, Mr. Parillo (7:40) Mr. Klingel, Mr. Strunk, Mr. Rossi, Mr. Artigliere.
Members Absent: Mayor Horensky, Mr. Sodtalbers, Mr. Iwaniszyn, Ms. Pflugh
Also Present: Attorney S. Gruenberg, Engineer J. Cilo Jr.
COMMUNICATIONS: A communications list was provided to the land use board members.
MINUTES: A motion to approve the minutes of May 12, 2004 was made by Mr. Strunk, seconded by Mr. Klingel, Vote: Strunk, Klingel, Dante, Artigliere - Aye, 0 - Nay, Rossi - Abstain,
motion carried.
DISCUSSION ITEMS:
1. Mr. & Mrs. J. Caffiero - WTPB#2004-7 - Resolution for variance approval, Block 70 Lot 3.02. Eligible to Vote: Dante, Parillo, Klingel, Sodtalbers, Strunk, Artigliere,
Pflugh.
A motion to approve resolution WTPB#2004-7 was made by Mr. Klingel, seconded by Mr. Dante, Vote: Klingel, Dante, Strunk, Artigliere, - Ayes, 0 - Nay, Rossi - Abstain, motion carried.
2. McCullough Road Land Development, LLC - WTPB#2004-14 - Completeness review for a Minor Subdivision application for Block 47, Lot 9. Attorney A. Lowcher briefly reviewed the
application for the Board and addressed S. Doyle completeness letter of May 14, 2004.
A motion was made by Mr. Strunk, second by Mr. Klingel to waive Checklist “A”Item#16, all ayes, motion carried. Checklist “A” Item #22 A waiver was not recommended since the
setback dimensions should be provided at the time of a public hearing. Checklist “A” Item 26
An environmental consultant has applied for a letter of interpretation from the DEP.
Mr. Strunk stated an attachment should be included on the deed concerning flooding problems. A motion to grant a waiver for Item #26 for completeness only was made by Mr. Strunk,
seconded by Mr. Rossi, all ayes motion carried. Checklist “A” Item #27C and Item #28 will be provided. A public hearing has been scheduled for June 30, 2004.
A motion to deem the application incomplete was made by Mr. Strunk, seconded by Mr. Parillo, Vote: Strunk, Parillo, Dante, Klingel, Rossi, Artigliere, 0 - Nay, 0 - Abstain, motion
carried.
4. Ed Mark 31 - WTPB# 2004-12 - Site Plan application for Block 65, Lot 8.03.
Attorney A. Lowcher who is representing the applicant requested the application be rescheduled for June 9, 2004 without further notice being required. The Board agreed to the
request.
3. Engineer, John Cilo Jr. - Discussion on “Stormwater Management Highlights”.
Executive Session: 9:30 - 9:35
A motion was made by Mr. Klingel, seconded by Mr. Rossi to go into “Executive Session” to discuss “pending litigation.” A motion to come out of “Executive Session” and return to
regular session was made by Mr. Klingel, seconded by Mr. Rossi, motion carried.
ADJOURNMENT: 9:35
With no further business to discuss, and no further public comment offered, the meeting was adjourned.
