REVISED MINUTES NOVEMBER 9, 2005
Chairwoman K. Pflugh called the meeting to order at 7:30 p.m.
ADEQUATE NOTICE was given as follows: Notice was sent to the “Star Gazette” and “Express Times.” Notice was posted on the Municipal bulletin board in the
Township Administration building in Washington Township, New Jersey, and notice was filed with the Township Clerk on December 22, 2004.
ROLL CALL:
Members Present: Mayor Dempski, Mr. Howell, Mr. Strunk, Mr. Sodtalbers, Mr. Klingel, Ms. Pflugh, Ms. Pietrangelo, Mr. Birkner, Ms. Belz
Members Absent: Mr. Rossi, Mr. Iwaniszyn
Also Present: Attorney S. Gruenberg, Engineer J. Cilo Jr.
CORRESPONDENCE: A correspondence list was submitted to the Land Use Board members.
MINUTES: Minutes from the October 12, 2005 and October 26, 2005 meeting.
A motion to approve the minutes as written was made by Mayor Dempski, seconded by Mr. Sodtalbers, all ayes motion carried, Ms. Belz abstained.
RESOLUTIONS:
1.
Heron Run/M. Spann - WTPB#2005-1 - Resolution for a Preliminary Major Subdivision application for Block 82, Lot 17. Eligible to vote: Sodtalbers, Dempski, Strunk, Pietrangelo, Iwaniszyn. This application was approved on October 12, 2005.
This resolution will be presented at the November 16, 2005 meeting.
COMPLETENESS ITEMS:
1. Deerfield Estates/J. Justo - WTPB#2005-33 - Completeness for a Preliminary Major Subdivision application for Block 74, Lot 5 located on Asbury Anderson Road.
The applicant was represented by Attorney J. Bohn. A motion to deem the application incomplete
with a waiver granted for completeness for Item #6H was made by Mr. Strunk, seconded by Ms. Pietrangelo, Vote: Strunk, Pietrangelo, Dempski, Howell, Sodtalbers,
Klingel, Pflugh, Birkner, Belz - Ayes, 0 - Nay, 0 - Abstain, motion carried.
2.
Trade Zone Auto/C.Basile - WTPB#2005-32 - Completeness for a Conditional Use Variance for Block 79, Lot 7.06 located on Route 31. A request was made by the applicant to adjourn for completeness to the November 16, 2005 meeting the Board agreed.
PUBLIC HEARING AND DISCUSSION ITEMS:
1.
Ms. K. Burdorf - WTPB#2005-30 - Public Hearing for a “C” Variance application for Block 48.02, Lot 1. This application was deemed complete on September 28, 2005.
The applicant was represented by Attorney A. Lowcher. Attorney S. Gruenberg determined the application could not be heard until the November 16, 2005 meeting.
2. Housing Element & Fair Share Plan - Public Hearing Mayor Dempski gave an overview of the Housing Element & Fair Share Plan.
Mayor Dempski stated every 10 - 15 years a certification period, a municipality must include an Housing Element into its Master Plan and develop a Fair Share Plan
detailing how it will provide its share of affordable units. The 3rd Round covers the period January 1, 2004 - January 1, 2014. The new rules were started in 1999 and enacted during December 2004.
Washington Township must file its Housing Element, Fair Share Plan and Development
Fee Spending Plan on or before the expiration of its 2nd round certification - December 5, 2005.
After a review a motion to adopt the Housing Element & Fair Share Plan resolution was made by Ms. Pietrangelo, seconded by Mr. Sodtalbers, Vote: Pietrangelo,
Sodtalbers, Dempski, Howell, Strunk, Klingel, Pflugh, Birkner, Belz - Ayes, 0 - Nay, 0 - Abstain, motion carried.
PUBLIC COMMENT: No public comment was offered.
ADJOURNMENT: 8:30 p.m.
With no further business before the Board and no public comment offered the meeting was adjourned.
