Special Meeting
Thursday September 15, 2005

 The special  meeting of the Township Committee was held this date in the Police/Municipal Building, 33 Little Philadelphia Road, Washington, New Jersey.   The Township Attorney, Edward Glynn  was present as was Mary Ann O’Neil, Township Clerk.

SUNSHINE LAW COMPLIANCE - The Mayor noted that this meeting was being held in compliance with the Open Public Meetings Law of 1975 in as much as a notice had been published in the Star Gazette and transmitted to the Express Times and posted at the municipal building and a copy is on file in the Clerk’s office.

ROLL CALL: Horensky, present; Kovacs, present; Mueller, present; Strunk, present; Dempski, present.

 EXECUTIVE SESSION

The Mayor asked for a motion to go into Executive Session to discuss matters of personnel.  Strunk made a motion to go into Executive Session at 7:30 p.m., Mueller seconded.

ROLL CALL: Strunk, yes; Mueller, yes; Horensky, yes; Kovacs, yes; Dempski, yes.

The doors were opened.  Mueller made a motion to come out of Executive Session at 8:40 p.m., Horensky seconded.

ROLL CALL: Mueller, yes; Horensky, yes; Kovacs, yes; Strunk, yes; Dempski, yes.

The Mayor said there had been discussion regarding  changing the salary range for the Deputy Treasurer, the CFO ranges between $30 and $50, current Deputy Treasurer is between $10 to $18.  It was the consensus of the Committee to have this resolution ready for the meeting on Tuesday, September 20, 2005.  Kovacs said a new salary ordinance is done in November that will bracket next years anticipated increases in salaries to make sure the salaries  bracket are correct.  Not all brackets will change.   Kovacs said this is introduced in November, passed in December and the Township is ready in January with Salary Resolution. 

Strunk asked Glynn for the correct wording for a motion to go forward on the paperwork prepared  on the CFO. Glynn said he had prepared a complaint for termination to be served on the Director of the Division of Local Government Services.  The Committee has reviewed the draft and he will check with the Police Chief to see if there are further allegations that need to be added, as to pension payments not being made and some minor word changes.  Glynn said the Committee wanted him to file this complaint with the DLGS and the Statute requires that Gangaware be served with a certified copy. Glynn suggested that he be authorized to have it personally served, because he has a retired State Trooper from his firm that could do it.   The Committee agreed with this.  Strunk made a motion that a complaint of termination be served to the Director of the Division of Local Government Services on Catherine Gangaware, CFO, and served by an employee from Glynn’s office, Mueller seconded.

ROLL CALL: Strunk, yes; Mueller, yes; Horensky, yes; Kovacs, yes; Dempski, yes.

Glynn suggested a letter be sent to Gangaware that there is an easy way out and it would be to resign.  Kovacs suggested that the Township Committee go into Executive Session to discuss this further.   Strunk made a motion to go into Executive Session, at 8:45 p.m.,.  Kovacs seconded.

ROLL CALL: Strunk, yes; Kovacs, yes; Horensky, yes, Mueller, yes. Dempski, yes.

The doors were opened.  Strunk made a motion to come out of Executive Session at 9:03 p.m., Kovacs seconded.

ROLL CALL: Strunk, yes; Kovacs, yes; Horensky, yes; Mueller, yes; Dempski, yes.

Glynn said that the Township Committee will be taking a vote to authorize him to have a letter hand delivered to Catherine Gangaware, CFO requesting her resignation to be submitted to his office, in writing, by the close of business by Tuesday next week.  Otherwise, the Committee will be filing a petition  with the DLGS to terminate her position.  Strunk made a motion to authorize Glynn to have a letter hand delivered to Catherine Gangaware, CFO requesting her resignation, to be submitted to his office, in writing, by the close of business of Tuesday next week, Mueller seconded.

ROLL CALL: Strunk, yes; Mueller, yes; Horensky, yes; Kovacs, yes; Dempski, yes.

Horensky made a motion to adjourn at 9:05 p.m., Strunk seconded.  All were in favor.
